Manrique Fuentes is a native of Eagle Pass, Texas and graduated from Eagle Pass High School in 2003. He continued his education at the University of Texas at Austin where he graduated with a Bachelor of Science in Nutrition and Dietetics. Mr. Fuentes completed his dietetic internship through the Texas WIC Program and received his registered dietitian certification and licensed dietitian certificate. Manrique also has a certificate in adult and pediatric weight management. He has provided medical nutrition therapy at different entities in Eagle Pass and specializes in diabetes self-management. Elias Diaz is a native of Eagle Pass, TX. He received his undergraduate degree from the University of Southern California in International Relations, and completed his Master's Degree in Clinical Psychology at Antioch University in Los Angeles. He is certified by the Academy of Cognitive Therapy in Cognitive Behavioral Therapy and has received specialized training in Prolonged Exposure for PTSD from the University of Pennsylvania. He is also a Certified Clinical Trauma Professional, with 10 years of clinical experience. Since his return to Eagle Pass, Elias has shifted focus to use his skills and passion for the LGBT community. He has co-founded the first LGBTQA Non-Profit Organization, EP SAFE, which serves the rural communities of the Southwest Texas Border Region. He has also taken a position as a Mental Health Clinician with Maverick County Hospital District, where he is currently working to improve health outcomes for people living with HIV. His most recent work, The Sexual Health Project, focuses on bridging an alliance between EP SAFE (Sexuality Advocacy for Everyone) and MCHD to address gaps in the HIV Care Continuum. The aim of this project is to increase awareness of preventive measures, decrease barriers to preventive care, and address negative attitudes about HIV to effectively reduce the risk of new contractions. EP SAFE actively works to reduce LGBTQ stigma, a prominent barrier to care, by reinforcing community ties. Through his leadership in this organization, he is working close with leaders in Del Rio to recreate the success of EP SAFE. Through this joint program, both rural communities are addressing LGBTQ stigma and raise awareness on sexual health. As an Ambassador for the Greater than Aids Texas Spanish language campaign, he's brought local and statewide attention to the topic of prevention. Using not just the ads, but personal interviews and personal conversations, he has advocated for the use of PrEP for HIV prevention particularly among Latino MSM. His Spanish language interviews on Telemundo and Televisa have also garnished wida spread attention on topic of HIV and delivered the message to a hard-to-reach population. Elias is a proud member of the Texas HIV Syndicate, where he serves as Regional Launch Coordinator for the Texas Achieving Together plan. He also serves as a contributing expert in the development of HIV Prevention in The United States, Bolstering Latino Gay and Bisexual Men to Promote and Reduce HIV Transmission by The O'Neill Institute for National and Global Health Law, where he works closely with other leaders to influence policies that shape the way HIV services are delivered.

Dr. Miranda is a triple board certified specialist in medical oncology, hematology and internal medicine, highly experienced in providing comprehensive care to patients with the most common types of cancer and blood disorders. After completing postgraduate training in top universities, he worked for 5 years in Arizona providing private academic patient care, clinical research and teaching. He then joined a prestigious oncology treatment group in Phoenix/Scottsdale. Three years later the medical community of Laredo invited Dr. Miranda to help fill Laredo’s need for quality cancer treatments and services. Since 1999, Dr. Miranda and his staff have worked very hard to improve patient care for those affected with cancer in Laredo and the surrounding communities of Webb, Hebbronville, Zapata and Hidalgo.

Claudia D. Salinas, MSN, AGNP-C is a Board Certified Adult-Gerontological Nurse Practitioner. Her certification allows her to treat adolescents through adults and into advanced age (13 year olds and up). She began her career in healthcare in 1997 as a Certified Nurse Aide by working for a private Obstetrics and Gynecology clinic in Eagle Pass, Texas. She has 22 years of experience in the medical field and in various areas of patient care. While employed, Ms. Salinas completed the Licensed Vocational Nurse Program through Southwest Texas Junior College. Soon after, she decided to pursue her career and completed the Associate Degree Registered Nurse Program through San Antonio College. In addition to her clinical experience, Ms. Salinas has an academic background that includes a Bachelor of Science in Nursing obtained through South University in Savannah, Georgia and a Master’s of Science in Nursing from the Adult Gerontological Nurse Practitioner Program of Walden University in Minneapolis, Minnesota. She is licensed by the Texas Board of Nursing and Board Certified by the American Academy of Nurse Practitioners. Currently, she is enrolled in the American Society of Clinical Oncologist Certification program for Nurse Practitioners. Throughout the years, she has observed and learned each component of patient care. She learned how important it is to treat the patient as a whole. Therefore, her ethical foundations as a practitioner include the incorporation of the holistic care approach into the plan of care which includes the physical, emotional, and spiritual aspect of each person. Dr Marcos A. Trevino Jr., is the son of Marcos A. Trevino and Julia Martinez Trevino, born in Piedras Negras, Coahuila, and raised here in Eagle Pass. He graduated from Eagle Pass High School in 1994. He attended Baylor University, where he participated in Limnology water quality sampling research, and furthered his research experience with a study abroad program at Lake Chapala Jalisco, Mexico. Dr. Trevino was selected to participate in the Robert Wood Johnson Minority Medical Education Program at Baylor College of Medicine, Houston, Texas. During this summer program he participated in Plastic and Trauma Surgery rotations during his premedical studies. He received his Bachelor of Arts in Biology and a minor in Business Administration from Baylor University in Waco, Texas, in 1999. He participated in preclinical Cancer drug research for CTRC in San Antonio prior to starting Medical School. He is graduate of the Universidad Autonoma de Guadalajara School of Medicine, Guadalajara, Jalisco, Mexico. Dr. Trevino completed rotations in various area of medicine, at the Hospital Angel Leano, Zapopan, Jalisco, Mexico. He furthered his medical work experience completing an Internship year at Hospital General Regional de Zona #21 IMSS, Tepatitlan, Jalisco, Mexico. Dr. Trevino finalized his Mexican Government requirement to become a licensed Medical Doctor by completing his service year at Centro de Salud in, Nava, Coahuila, Mexico. Dr. Trevino worked for the South Texas Blood and Tissue bank in San Antonio, Texas. In the 2 years that he worked for them he was part of the organ recovery team that helped procure skin, bone, blood vessels, and different organs for the purpose of transplant from organ donors. With his clinical and research training, Dr. Trevino has helped lead the Ryan White Program for the last 4 years. In these 4 years he has help his staff to evaluate the client’s condition and help obtain the necessary medical needs for their patients to reach viral suppression. He has work with other local community-based service organizations and health providers to provide the much needed services, education, and outreach to our clients/patients and help them get health care coverage or financial resources to cope with HIV disease.

Mrs. Maria Luiza Garza is the Medical Financial Assistance Program / Breast and Cervical Cancer Services Program Director, since August of 2017. Ms. Garza has several years in management experience and 12 years experience in the Medical field. Ms. Garza also has experience in the Small Business Community where she worked as a Business Advisor for the Small Business Development Center – Rio Grande College. Ms. Garza earned her Bachelors in Business from Sul Ross University – Rio Grande College in 2011 and continued her education to earn her Masters in Business also at Sul Ross University – Rio Grande College in 2017. Ms. Garza is married to Mr. Humberto O. Garza and has three sons, Humberto O. Jr., Orlando, and Alejandro Garza. Ms. Garza enjoys spending time with her family and friends. Ms. Garza enjoys family time like watching movies or cooking out with the boys. Ms. Garza enjoys working and assisting the Indigent community in Maverick County.

Miss Isela Segura is a native of Eagle Pass, Texas and graduated from Eagle Pass High School in 1994. She continued her studies at Southwest Texas Junior College and finished a Bachelor’s of Science in Health Care Sciences and a Masters of Physician Assistant Studies in 2013 from UT Health Science Center in San Antonio. She has worked in Family Medicine and Internal Medicine for more than 20 years in many roles including Certified Nurse Assistant and Office Manager and now continues to pursue her love of patient care by working as a Physician Assistant at Maverick County Hospital District’s newly formed Family Medicine Department. Isela is also Nationally Board Certified by the National Commission on Certification of Physician Assistant – a Certification Program that continues to be required and maintained by constant study and testing for the span of a PA’s career, assuring that the PA’s at MCHD are well-trained and up-to-date with current standards of care for patients of all ages and illnesses. She is proud of her family’s ancestry which hails from Allende, Coahuila. She has 9 nieces and nephews, 2 siblings, and two very proud parents. She is newly engaged and is excited to continue to provide quality care to the patients of her beloved community.
